The monitoring programme "Økosystemovervåking i Kystvann – ØKOKYST" aims to monitor ecosystems in coastal and fjord areas and it shall uncover how these are affected as a result of nutrient salt supplies, partial pollution and climate changes. ØKOKYST comprises Six sub-programmes that are announced separately: Water and soft bottom in Skagerrak (eco-region S), Blue forest in Skagerrak (eco-region S), North Sea (eco-region N and M), Norwegian Sea South (eco-region H), Norwegian Sea North (eco-region G) and the Barents Sea (eco-region B). Combined the sub-programmes and the accompanying stations cover all eco-regions and most water types along the Norwegian coast. This procurement is for a sub-programme blue forest in Skagerrak. The estimated value of the basic programme is NOK 9,000,000 The estimated value of the procurement including options is NOK 16,000,000

Tildelingskriterier

Tenderers must state a price for the assignment by filling in unit prices on the stated "Template for Tender Attachment 5 - Prices". All prices shall be stated excluding VAT in NOK. This will make up the total price for the assignment. The total price will be the upper financial limit for the assignment.
The tenderer ́s offered resources will be assessed on experience from relevant assignments and competence. Tenderers shall use the "Template for tender attachment 3 - CVs for the offered personnel". This also applies for any sub-suppliers. Experience and competence will be seen in relation to the assignment in question and the estimated number of weekly work in the assignment from "Template for tender attachment 2a - Offered personnel".
Tenderers will be assessed on analysis quality, the extent of relevant accreditations and participation in telephone calls with results. Tenderer shall use the "Template for tender attachment 4 - Analysis quality (excel) " for filling in and documentation. As documentation, tenderers must also enclose accreditation document that shows the accreditation extent for both the tenderer and sub-suppliers given the contracting authority ́s accreditation mark (including the accreditation number). Participation in call terms for biological quality elements included in the notice shall also document the year of execution and results.
The tenderer ́s solution proposal will be assessed on how the project is intended to be carried out in practice including options. This shall be the tenderer's plan for execution and not rendering the contracting authority ́s description of the programme ́s content. It must be clear how the tenderer ensures high quality in all aspects of the actual execution of the assignment from field work, analyses, data processing and control of data, as well as reporting. If the tenderer will deviate from previous analysis methods, or make other changes that can affect the time series in the programme, this must be justified well cf. the recommended standards in the customer ́s description of the assignment, and it must be explained how the tenderer demonstrates that the influence on the time series is as small as possible. Tenderers shall have a schedule with important milestones in accordance with the contracting authority ́s description of the assignment. It is, thus, important to describe how the programme can be carried out on time if there are water and sewage systems for personnel, or if sampling, technical equipment or other conditions in connection with the operation of the project should not go according to the set plan. Field work and sample taking will generate a large number of samples that must be analysed in the laboratory. Tenderers must describe how the analyses can be kept going for unforeseen events, such as procedures for repairs of equipment, replacement of damaged instruments, etc. We emphasise that we do not want a listing of spare equipment, but documentation that measures will be taken to ensure that activity gets started as quickly as possible after unforeseen events. It should also be described what other situations it could possibly go wrong, and what one then does to ensure further operation on time. An overview shall be enclosed of the offered resources for implementing all parts of the programme, including options. The list of personnel, roles and resource use in the assignment shall be done in "Template for tender attachment 2a - offered personnel". Replacements for personnel shall be stated in the "Template for tender attachment 2b - compensation for personnel". The solution proposal together with the above completed templates be enclosed as a tender attachment 2 - the tenderer's solution specifications (Project Description).
It is important for this procurement that as much environmentally friendly solutions as possible are used in all parts of the implementation, for example by planning field work to reduce travel activities and use of flights, as well as measures to reduce unnecessary consumption of material and waste production etc. We would like emission reducing progress technology for boats as well. Tenderers shall provide a description of how this shall be taken care of during the project period. This shall be documented by using "Template for tender attachment 6 - Climate and environmental considerations".
