Beskrivelse

The procurement will be carried out as a direct procurement pursuant to PPR § 13-4 letter b, as a result of the competition being unable to be carried out by technical and exclusive reasons. The delivery is connected to the extraction of a concrete and limited rock resource in Risberget mass roof. Gunnar Holth Grusforretning AS has the existing operational licence for the mass roof and the necessary technical, operational and legal conditions to carry out the call-off in accordance with the prevailing concession terms. The remaining amount, estimated to approx. 40,000- 50,000 tonnes before the mass roof is to be ended and reinstated, is insolublely connected to this concrete mass take-over. The contract cannot, therefore, be carried out by other tenderers without a significant change of the nature of the procurement or intervention in the existing concession relationship. Alternative deliveries of rock from other masses will not cover the same need, but will make up separate procurements of other resources. The conditions for exemptions from the competition will therefore be seen as met.
