The contract area includes - E39 Arsvågen ferry quay - Sandvikvåg ferry quay - E134 Haugesund Airport - Røldal (Liamyrane) - E134 Husøyveien industrial area - National road 13, Carpenter ferry quay – Røldal junction E134 (Håra) The contract will be valid for 7 months from April to October. Quantities and list of stretches are in the attached documents. "Overview of asphalt contracts" and "Quantity summary and list of stretches". The contractor is responsible for familiarising himself with the sections in the contract before the start-up.

Tildelingskriterier

The contracting authority will choose tenders on the basis of the best relationship between price/cost and quality, based on the following criteria: The builder in this contract will take CO2eq emissions into consideration in addition to price. This will help reduce the environmental consequences of production and paving of asphalt. See chapter D1.3 for information on any contract points not covered by the CO2eq weighting. Lowest tender sum: The tender sum will be calculated by a mark-up based on the amount of CO2eq emissions. The tenderer with the lowest combined CO2eq emission will not receive any mark-up in the tender sum. The difference in emissions between your tender and the tender with the lowest emissions is calculated for the other tenderers. This difference is priced at 7.5 KR/kg CO2eq. The estimate in the tender sum will thus be the difference given in kg CO2eq multiplied by 7.5 NOK/kg CO2eq. Example point x: 10,000 tons asphalt Supplier A delivers an EPD that shows a discharge of 50 kg CO2eq/tonne of asphalt; i.e. emissions in total 500,000 kg CO2eq. Tenderer A has the lowest emissions and will not receive any mark-up in the competition sum. Supplier B delivers an EPD showing a discharge of 60 kg CO2eq/tonne asphalt; i.e. emissions in total 600,000 kg CO2eq. The difference compared to the lowest emissions is (600,000-500,000) kg/CO2eq and the estimate for tenderer B will be 100,000 kg/CO2eq * 7.50 NOK/kg CO2eq = 750,000 NOK Documentation requirement: EPD shall be delivered in accordance with EN 15804 +A2: 2019 and approved by one or several members of the type Established ECO EPD Programme Operator» in eco-platform (i.a. EPD-Norway, Environdec and IBU) for each mass type at the points described in D1.3. This shall include the modules A1-A5 and C1-C3. It will be sufficient to deliver an EPD that includes modules A1-A3 and C1-C3 for each type of mass. In addition a set-up/spreadsheet must be delivered that shows the emissions in the modules A4 and A5 for each point. Contractors must document the prerequisites and measures that are the basis for calculating their EPDs. (e.g. heating medium, use of LTA, reuse, biogenic binder etc.) The additional information form shall be completed and enclosed with the tender. The requested information in the annex "Additional Information FOR EPD Weighting of CO2" can be stated in a separate annex. All requested information shall be provided. The proposal ́s CO2 contribution shall be production specific; i.e. a separate EPD shall be available from each production location. If there are no separate EPDs, default values can be used for awarding contracts. When default values are used, real and documented values shall be included in the CO2 accounts when the contract is completed. When calculating the bonus/malus, the default values stated in the tender shall be used. Project specific EPDs that refer to approved reference EPDs shall be available at the tender deadline and enclosed with the tender. Requirement to submit EPDs with the tender as stated above is for the points where emission ceilings are set If EPDs are submitted or budgets that state the value that exceeds the stated roof for CO2eq, it is not assessed as a condition and the tenderer must deal with the ceiling stated in the contract and the provisions on malus.
